President & CEO

Dave Wilkinson

Dave joined the Foundation in 2005. Before joining the Foundation, Dave retired as the Special Agent in Charge of the U.S. Secret Service, Georgia Region. During his 22-year tenure with the Secret Service, Dave served as the Special Agent in Charge of the Office of Investigations, as well as the Assistant Special Agent in Charge of the Presidential Protection Division, serving under Presidents Clinton and George W. Bush. Dave was awarded the Distinguished Service award from President Bush for supervision of agents/decisive actions on September 11, 2001.  Dave lives in Brooks, Georgia with his wife, Renee, and his two sons, Jacob and Jonathan.


Vice President of Strategic Development

Haley E. Akins 

Haley fulfills the role of Vice President of Strategic Development at the Atlanta Police Foundation. She is the head of strategic development for the Foundation including pioneering the 2016-2018 $15 million capital campaign. Additionally, Haley manages the Board of Trustees in order to increase corporate leadership participation and support of the Atlanta Police Foundation and its committees, advisory boards, events, capital campaigns and programs. Haley’s alma maters include University of Alabama where she received her B.A. in Political Science and American University where she graduated with a M.A. in Strategic/ Political Planning.


Vice President of Programs 

Marlon Trone 

Marlon serves as the Vice President of Programs at the Atlanta Police Foundation. He takes on the responsibility of administration, operation, and oversight of the Foundation’s multiple programs. Marlon has played a pivotal role in the success of the programs he oversees such as Operation Shield, Secure Neighborhoods Initiative, AT-PROMISE Youth Initiative Mounted Patrol, Atlanta Security Council and the Technology Innovation Center research lab. Marlon earned a Bachelor’s Degree from University of Alabama, Master’s Degree in Business Administration from Mercer University and a Master’s Degree in Public Administration from Nova Southeastern University.


Program Manager

Jessica Masters

Jessica fulfills the role of Programs Coordinator at the Atlanta Police Foundation. She is actively working to expand and perfect the Operation Shield program which works to bridge communication gaps between the Atlanta Police Department (APD) and the Atlanta business community. Two of the major Operation shield programs are the Video Integration Center which provides the APD with 24/7 surveillance of Atlanta areas using both public and private sector cameras, and COMNET which is a two- way radio communications security network that allows direct communication between the APD and Operation Shield members. Jessica earned a Bachelor’s of Science in Business Administration from Western Carolina University and a Master’s Degree in Business Administration from Colorado State University.


Program Manager

Ashley Wilson 

Ashley fulfills the role of the Program Manager for the Secure Neighborhoods Initiative which leads the charge in the strategic relocation of Atlanta Police Officers into the metropolitan area with the aid of monthly cash incentives and affordable housing. Wilson plays an integral position in the leading of community and media outreach for Special Events and fundraising and generally supporting for a variety of needs for the Atlanta Police Foundation Programs. Ashley’s alma mater is Jacksonville State University in Jacksonville, Alabama where she received her Master's Degree in Public Administration with a concentration in Administrative Management and Bachelor’s of Science in Business Management with a concentration in Human Resources. 


Director of Operations 

Tammy Kardar

Tammy serves as the Director of Operations for the Atlanta Police Foundation. She oversees the day- to- day operations and management of the Atlanta Police Foundation including specific duties such as human resources and financial management. With nearly 20 years of experience in business administration, Tammy is confidently able to facilitate logistical and administrative support to the Foundation’s Executive Committee, Board of Trustees, President/CEO, and the standing advisory committees. Tammy is a graduate of the U.S. Air Force Academy and a Veteran of the U.S. Air Force for her years of service.
